Although rumors circulated that this appointment was a reward for successfully steering the Bengal Assembly elections to a smooth and trouble-free conclusion, Agarwal remains disinclined to dwell on such matters. Now, as his successor, Neelam Meena has been appointed as the state's new Chief Electoral Officer. A member of the West Bengal cadre of the Indian Administrative Service (IAS), she has previously managed various key departments.
Neelam was born on February 5, 1970. After completing her postgraduate studies, she appeared for the UPSC examinations. A member of the 1998 IAS batch, she had been serving as the Principal Secretary of the Department of Consumer Affairs since February 2024. Furthermore, she has held various other significant positions in the past, including Principal Secretary, Secretary, Private Secretary, District Collector and Magistrate, Joint Secretary, Chief Executive Officer, and Additional District Magistrate.
Appointment of the State's New Chief Electoral Officer:
Recently, the state's outgoing Chief Electoral Officer, Manoj Kumar Agarwal, was elevated to the position of the new Chief Secretary of West Bengal. For some time, speculation had been rife within administrative circles regarding who would assume the responsibility of the state's top electoral post in his stead. In accordance with established norms, the State Government submitted a panel comprising three senior IAS officers to the Election Commission. After reviewing this list, the Commission ultimately selected Neelam Meena—a 1998-batch officer of the West Bengal cadre—for this pivotal position.
The Election Commission's directive explicitly states that while holding the office of Chief Electoral Officer, Neelam Meena shall not undertake the responsibility or charge of any additional departments or duties within the State Government. Administrative sources reveal that, prior to this appointment, Neelam Meena had been serving with exceptional competence as the Principal Secretary of the State Government's Department of Consumer Affairs. Even earlier in her career, in addition to serving as the District Magistrate of Hooghly, she held significant responsibilities within the Department of Environment and the Department of Youth Welfare; furthermore, during her tenure on central deputation, she managed key roles at the 'Tea Board' and the Ministry of Rural Development. The new appointment of this highly experienced and skilled bureaucrat—one of the state administration's most seasoned officials—has sparked a fresh flurry of activity at Nabanna and the State Election Department.
