According to him, "Business already has many problems, profits are low. Why should we pay extra fees? The buyers themselves will have to understand whether they will pay online or not." The same notice has been seen at several petrol pumps in Madhya Pradesh. Grocery stores do not usually handle transactions of as much as Rs 2,000. But Sanjay Bindal, the owner of a grocery store, says, "Transactions of more than Rs 2,000 cannot be said to be completely unusual. So, those who buy things of such high value will have to pay cash." It is worth noting that the Modi government has emphasized on a cashless economy to build a Digital India. In the last 6 years, due to the absence of MDR, online transactions among the public have increased significantly. After the new rules were made public, the Congress raised the question that traders will put pressure on the public to collect this extra fee. The Ghaziabad incident proved that.
