The most notable aspect of these directives concerns traffic management. Effective immediately, wearing a helmet is mandatory for anyone venturing out on the roads on a motorcycle. To ensure strict compliance with this rule—in accordance with the Motor Vehicles Act—orders have been issued to conduct special enforcement drives across the entire state. The entire operation will be conducted under the direct supervision of the District Superintendents of Police and the Commissioners. The ADG (Traffic) will regularly collect data regarding these drives, and real-time reports must be submitted to the office of the ADG (CID).
Meanwhile, the police have also been instructed to adopt a tough stance against issues that have been the subject of intense public discourse in the state over recent years—namely, cattle smuggling and extortion. The directives explicitly state that the operation of illegal cattle markets or slaughterhouses will not be tolerated under any circumstances. Additionally, strict action must be taken against illegal mining activities. However, the government also seeks to ensure that legitimate, licensed traders do not fall prey to local miscreants or extortionists. In this regard, the directives call for the strict enforcement of the 'Animal Slaughter Control Act, 2014.'
To bolster the state's overall security apparatus, special emphasis has been placed on maintaining an accurate inventory of weaponry and on conducting search operations. As per the directives, the Officers-in-Charge (ICs) or Officers Commanding (OCs) of every police station must physically inspect all weapons and ammunition stored in their respective *Malkhanas* (armories) by May 15th. They are required to be personally present to cross-verify all weapons against the entries recorded in the official registers. Immediately following this—specifically starting May 16—extensive state-wide search operations will be conducted for two consecutive weeks to recover illegal weapons and explosives. It goes without saying that this heightened police activity will deprive criminals of their sleep.
Another significant measure involves the re-evaluation of cases related to the violence that followed the 2021 Assembly elections. Cases in which investigations had previously been concluded and final reports submitted will be scrutinized anew. If it is discovered that the original investigations suffered from any negligence or procedural flaws, those cases will be reopened. Furthermore, the administration has issued strict directives to register fresh cases even regarding complaints that previously did not lead to formal proceedings, provided that preliminary investigations yield evidence of criminal activity.
Finally, emphasis has been placed on holding coordination meetings to curb crime and facilitate intelligence sharing in the border districts. These meetings are to be held monthly at the police station level and once every three months at the SDPO level. The primary objective of these meetings will be to take swift action against identified criminals and intermediaries.
According to administrative circles, if this five-point directive is implemented effectively, it will mark a significant milestone in upholding law and order and ensuring good governance in Bengal.
