What guidelines have been issued?
Guidelines have been issued by the state finance department. It has been clearly stated on what criteria promotions will be made at the clerk level. The guidelines state that those who have received increments or promotions to the posts of LDC or LDA, UDC or UDA or equivalent clerks without passing the computer operation and typing test from January 24, 2019 to July 8, 2026 will have their promotions validated in special cases. These employees will not be dismissed and there will be no deduction in the salary they are currently receiving. Special conditions must be met
However, the increment or promotion will depend on one condition. All will have to mandatorily pass the computer operation and typing test prescribed by Netaji Subhash Chandra Administrative Training Institution (NSATI). The annual increment will be suspended or withheld until the test is passed.
The guidelines also state that the withheld or outstanding increment will be given only after passing the test. At the same time, the financial benefits will be effective from the day after the exam is passed. The seniority of the concerned employee will be re-determined after passing the test.
What are the other rules?
The posts currently held by these employees in the LDC/LDA or UDC/UDA posts will be treated as ex-cadre posts for the time being. So that the normal promotion opportunities of other eligible employees are not disrupted. However, after the issuance of these guidelines, any exemption or promotion given in violation of the rules in the future will be considered completely illegal and may be cancelled if necessary. The posts currently held by these employees in the LDC/LDA or UDC/UDA posts will be treated as ex-cadre posts for the time being. It is to be noted that till January 24, 2019, there was a provision for giving exemption to employees of 50 years of age in the computer operation and typing test. However, West Bengal Services 2019 was issued in that year. According to that rule, the old rule was canceled. The earlier system of giving exemption from computer operation and typing tests on reaching the age of 50 was abolished from January 24, 2019. But even then, there were complaints that many employees were given exemption even after that specific date. There were allegations of irregularities in promotions. Now, the Subhendu government has taken a big step to stop it.
