A presidential brief dated August 28, 1998, mentioned that Bin Laden was planning to attack several countries. The list included India, Pakistan, Egypt, Kuwait, Saudi Arabia, Yemen, Uganda and 'possibly' Nigeria.
However, several parts of the document are still kept secret. As a result, no specific information was available about where exactly the attack was planned in India, when the attack was supposed to be carried out or how the attack would be carried out.
The document titled ‘Bin Laden Terrorist Network Still a Threat’ states that the network established by bin Laden in North America, Europe and East Asia was quite strong.
As a result, the American intelligence agency considered the threat of attacks on US interests in those regions to be quite credible. According to the document, bin Laden and other militant leaders survived even after the US attack on Afghanistan. Their communication system was still active. Even, training had resumed in some of the Al-Qaeda training camps and the process of moving some camps to other places was also underway.
The document mentions that bin Laden was trying to carry out more attacks on America and Britain even a few hours before the US attack on the Al-Qaeda base in Afghanistan in August 1998.
